Any organization or group ambitious enough to want to terraform the Sun would have to build a dome/shell around it (similar to the shell words hypothesised for gas giants but on a larger scale), then gather enough solid rocks and liquid water (likely by harvesting the Asteroid Belt for solid rocks and the Kuiper Belt for liquid water) to create a shell around the Sun and create an atmosphere. However, the time and resources needed for this construction project would be massive.  Due to the massive use of resources and almost incomprehensible size of the Sun (109 times the radius of Earth) that this shell would have to cover, this project is largely unpractical and unattainable without an interstellar economy based away from the Solar System, as such a plan would prevent planets from using solar radiation for heat. Aside from that, building flying colonies near or on the surface of the Sun would be infeasible as well, as solar temperatures are above the melting points of most standard materials. Planets and moons are significantly more practical for terraforming practices.
