Phoebe is an irregular satellite of Saturn. It is thought to be a captured planetesimal from the Kuiper belt. It was discovered by William Henry Pickering on 17 March 1899 from photographic plates that had been taken starting on 16 August 1898 at the Boyden Observatory near ArequipaPeru, by DeLisle Stewart.The Saturn moon is named after Phoebe, a Titan in Greek mythology that was associated with the Earth's moon. It is also designated Saturn IX in some scientific literature. The IAU nomenclature standards have stated that features on Phoebe are to be named after characters in the Greek myth of Jason and the Argonauts. In 2005, the IAU officially named 24 craters..Phoebe is roughly spherical and has a diameter of 213 kilometres (132 mi), which is equal to about one-sixteenth of the diameter of Earth's Moon. Phoebe rotates on its axis every nine hours and it completes a full orbit around Saturn in about 18 months. Its surface temperature is a −198.2 °C.

Phoebe is, as stated earlier, an irregular moon, so the first problem would be making it spherical, which could be mended with a few asteroid impacts, which would solve many problems such as restarting the dynamo, re-battering it to shape, non-ellipticalising it's orbit, introducing water, an atmosphere, and possbly starting life early (via panspermia). The asteroid impacts will, after re-igniting it's core, would start volcanic activity, adding precious greenhouse chemicals to a newborn atmosphere, protecting it from both solar and Saturnian radiation whilst proctecting it from the cold vacuum of space.
